- Guiding Principles for Training

- Everyone who access Organizational Data and Information Systems has a responsibility to participate in training.
- Training must be updated when substantiative changes are made to policies, guidelines, and procedures.
- Training must be available in permanent form for individuals to reference as needed.
- Participation in training must be documented and periodically audited.
- Workplace Learning & Professional Development must provide technology platform resources and content development services for data governance and management related training modules.
- Governance Training

- The Data Governance team must create and maintain “Governance” training materials for each role and committee in the data governance structure.
- Individuals must complete “Governance” training once officially named to a defined role or committee.
- Security Training

- Cyber Security must create and maintain “Security” training materials for general awareness of security policies, procedures, and best practices.
- Cyber Security and the Data Governance team must create clear instructions for how individuals should proceed if they believe there has been a breach of data security or policies, guidelines, and procedures are not followed.
- Data User Training

- The Data Governance team must create and maintain “Data User” training materials.
- Data Users must attest to completing “Data User” training prior to access being provisioned to Organizational Data and Information Systems. Data Stewards and Data Administrators must coordinate how this attestation is received and documented within Access Procedures.
- Regulatory Compliance Training

- Regulatory primary points of contact and their legal counterparts must create and maintain “Regulatory Compliance” training materials for general awareness of federal, state, local, and international laws and regulations applicable to Organizational Data and Information Systems.
- Regulatory primary points of contact may require attestation to completing “Regulatory Compliance” training prior to access being provisioned to Organizational Data and Information Systems.
- Information System Training

- Technical Managers may create and maintain “Information System” training materials applicable to individual Information Systems.
- Technical Managers may require attestation to completing “Information System” training prior to access being provisioned to an Information System.
- Training Refreshers

- All individuals who access Organizational Data and Information Systems must re-take training at least once every 12 months to ensure up-to-date understanding.
- The frequency and timing of these training refreshers must be determined by the Data Governance Committee.
Resources
- Will individuals who serve more than one role in the data governance structure be required to complete training modules for each role?
- Yes. For example, an individual who is a Data Steward, a member of the Data Management Committee, and a System Owner may be required to take three different training modules.
- How often must training refreshers occur?
- At least once every 12 months. The frequency and timing of these training refreshers must be approved by the Data Governance Committee.
